At the press briefing held by the State New Office on the same day, Xie Zhenhua, deputy director of the National Development and Reform Commission, said that China fully recognizes the importance and urgency of responding to climate change, and has formulated a series of policies and measures related to the response to climate change and adopted practical measures. Achievable actions to tackle climate change have achieved remarkable results. In 2006 and 2007, a total of 147 million tons of standard coal were saved. In 2007, the total renewable energy use was approximately 220 million standard coal, and the sum of the two items was equivalent to a reduction of 835 million tons of carbon dioxide equivalent.
Xie Zhenhua said that the Chinese government has always attached great importance to combating climate change. Through joint efforts of various industries, the national unit GDP energy consumption decreased by 1.79% and 3.66% respectively in 2006 and 2007. In 2007, among the 35 key product units of key energy companies with annual energy consumption of 10,000 tons of standard coal or above in the power, iron and steel, building materials, and chemical industries, there were 33 items of comprehensive energy consumption.
In order to effectively deal with global climate change, China has further strengthened international cooperation. As of July 20 this year, China has successfully registered 244 clean development mechanism projects in the United Nations. The projected annual emission reductions for these projects are 113 million tons of carbon dioxide equivalent.
On the basis of the above actions, China has also focused on the development of solid biomass fuels and liquid fuels, vigorously promoted the development and utilization of biomass energy, and strengthened the research, development, and application of new and alternative energy sources. At present, the annual production capacity of biofuel ethanol exceeds 1.2 million tons, and the proportion of renewable energy in primary energy sources reaches 8.3%.
According to another understanding, the “National Plan for Addressing Climate Change†issued by the Chinese government in June 2007 proposes that by 2010, efforts will be made to increase the proportion of total renewable energy development and utilization in the primary energy consumption structure to 10%.
