It is understood that at present, Jincheng coal chemical industry has formed a coal chemical industry structure with high-concentration nitrogen fertilizer as the main component, methanol, dimethyl ether, synthetic oil and various fine chemical products as supplements. This time, the implementation of the expansion restrictions on the chemical fertilizer industry will promote the transformation of the city's traditional coal chemical industry into modern coal chemical industry and play an active role in building an important new coal chemical industry base in the country.
According to the person in charge of the Municipal Development and Reform Commission, the reason why such measures are taken is mainly based on three considerations. First, the country has changed the orientation of the fertilizer industry from "promoting development" to "re-regulating" over the years. Overheated investment in the fertilizer industry, oversupply of the market, and excessive growth in production capacity are still widespread in the country. The substantial increase in upstream energy prices and the lack of purchasing power of downstream farmers have led to the loss of most fertilizer companies, and efforts have been made to resolve industrial chain imbalances. Constraints and accelerating the structural adjustment have become the main tone of the fertilizer industry transformation. Second, the resources, costs, and technological advantages of the city's anthracite lump coal gasification have gradually weakened. At present, all chemical fertilizer production facilities use fixed bed gasification technology. This process is very suitable for the conversion of anthracite lump coal, and it is also the biggest advantage in the development of coal chemical industry for a long time. However, according to the national industrial policy, the fixed bed intermittent gasification process is being phased out, and the resource and cost advantages of anthracite coal gasification are gradually being weakened. At the same time, no significant progress has been made in the development and application of coal chemical gasification technology, which has brought difficulties in the selection of technical processes for the new coal chemical projects, and also increased the technological risks and the trial costs. The third is the increase in energy conservation and emission reduction efforts, which objectively requires the regulation of high energy consumption and high pollution industries. Although coal chemical industry has achieved remarkable results in energy consumption and pollution reduction through technological transformation in recent years, due to its own technological characteristics, the coal chemical industry has exerted great pressure on energy conservation, emission reduction and environmental governance. Currently, the Dan River Basin There is no environmental capacity for new coal chemical projects.
In view of the development of coal chemical industry in Jincheng City, the Municipal Development and Reform Commission recommends that: First, the relevant departments and professional organizations should be organized to comprehensively and systematically analyze the current resources, environment, technology, and market conditions for the development of the coal chemical industry, and put forward coal for the entire city.
